Chad Ryan’s career is defined by a relentless commitment to public service and operational excellence. After earning his Bachelor’s Degree in Political Science from the University of Pittsburgh, Chad entered the U.S. Air Force. Beginning as an enlisted Medic, his leadership potential was quickly recognized, leading him to Officer Training School where he was commissioned as an Air Force Personnel Officer.
Following his military service and after earning a Master’s Degree in Christian Leadership, Chad felt a renewed call to serve his local community. In 2007, he joined the Phoenix Police Department. Over the next 18 years, he operated at the tip of the spear, working in Patrol Operations, Neighborhood Enforcement, and as a Violent Crimes Robbery Detective.
As he promoted through the ranks to Sergeant and ultimately Lieutenant, Chad built a reputation for transformative leadership. While leading as a Sergeant in the Robbery Unit, he championed a proactive, accountable culture that more than doubled the unit’s closure rate—taking it from 15% to 31% in just three years.
Real leadership requires the courage to fix broken systems. When the Phoenix Police Department faced intense national scrutiny and the looming threat of a DOJ Consent Decree, Chad was tapped to lead the DOJ Investigation Unit (later the Continuous Improvement Unit).
In a high-stakes environment where few believed success was possible, Chad coordinated the massive, systemic overhauls required to reform department operations. Through sheer integrity and operational grit, his team successfully prevented the Consent Decree.
